Does anyone know if you buy the tickets alone (without a hotel) through Disney World, if you can make payments or if the full amount is due at checkout? Also, how long is this offer going to be available?

Yes, you can buy the "Magic" ticket alone, and full amount is due at checkout. Currently this deal is expected to be available through most of next year.
